Refund Policy:
To cancel a tournament registration – e-mail donnasmith@rmjgt.com with player name and tournament name/date. In the event of a cancellation prior to the deadline, funds will be returned to credit card used to make the purchase. ALL REFUNDS will be subjected to a $35 cancellation fee, per player, per entry.
Refund request Deadline is 12 PM (Noon), 5 days prior to Round 1 (Ex: Monday at 12 PM (Noon) before the following Sat-Sun tournament). Once the deadline has passed, NO REFUNDS WILL BE GIVEN, unless one of the below requirements is met:
* Significant injury or illness to player (note from doctor required) preventing play on event date.
* Death of family member or close friend
* Qualification for national-level tournament (AJGA, USGA) or adult state amateur event. This does not include qualifiers, only the tournament themselves. Junior state-level tournaments and other local junior tour events are not included.
NOTE! There will be no consideration of a refund beginning at 7AM local time the day before Round 1 begins. No exceptions.

Caddies are allowed at Rocky Mountain Junior Tour Tournaments EXCEPT for the RMJT Cup. Caddies will not be allowed to be parents. The Caddie Fee is $55 once per year and applies to the RMJT allowed tournaments.
A “caddie” is one who assists the player in accordance with the Rules, which may include carrying or handling the player’s clubs during play. Caddies may be any of the following – sibling, friend, swing coach, etc., but all will be held to the same standard, regardless of golf experience. Not Parent.
(*Exception is for 10&Under division; parents are allowed to caddie for 10U only*)
Caddies must have a good understanding of the USGA Rules of Golf and any penalties endured by the Caddies will be assessed to the player.
Players must register for Caddie option with RMJT and you will receive your official BADGE at the first event you attend. (Caddie fee follows the player during season).
POLICIES:
Caddies will be allowed to assist with the player’s clubs and equipment
Caddies will be allowed to clean a player’s club and/or golf ball
Caddies will be allowed to give players advice
Caddies will be allowed to assist a player in any way on the green
Caddies MUST assist pace of play, not hinder it. Players with caddies will be held to the same pace of play policies, standards and punishments as those without.
The RMJT reserves to right to remove a caddie at any time if there are behavior issues that are damaging to the player, the group or the RMJT. The RMJT also reserves the right to deny a player the right to use a caddie in Round 2 (or subsequent rounds) if severe pace of play issues present themselves in Round 1.

Play is governed by the current USGA Rules of Golf including Clarifications on the Rules of Golf. The information on these two pages supplements the Local Rules and RMJGT Policies, Rules and Regulations, Pace of Play Policy and COVID-19 Procedures. Posted course local rules do not apply.

Please take the time to care for the golf course. Please replace divots, fix ball marks, and rake or smooth bunkers. See preferred lie local rule on next page.
Format, Ties & Scoring
The Competition consists of 4 rounds of 9-hole stroke play. The scoring area will be outside by grill or inside in the grill area or the hallway by the grill. You have returned your scorecard at scoring and left the scoring area. If feasible, ties for first place will be decided by a sudden death playoff. Otherwise, a scorecard playoff consistent with RMJGT policies will be followed.
Rulings
If a Referee is not readily available, Jess Miller (cell numbers at bottom of page). You may play two golf balls under rule 20.1c(3). Before playing either ball, you must announce which ball’s score you want to use, and you must finish the hole with both balls and you must report the facts to the Committee at scoring.

Out of Bounds (OB)
OB is defined by the course side edge at ground level of white stakes, white lines, boundary fence posts and the course side edge of the cart path behind hole 18 green.
Abnormal Course Conditions (GUR)
GUR is the area from which optional free relief is available, is defined by white lines, colored stakes with rope or colored flags. Tire ruts that are depressed in the ground or in muddy areas are GUR. Tire tracks that only leave an impression in the grass are not GUR. Areas of bare dirt, brown grass, unprepared sand, rocky soi, tree stumps and roots are not GUR. If your ball, intended swing or intended stance is interfered with by animal holes and cast material, whether flattened or not, you may take free relief.
Penalty Areas:
Penalty areas may be identified by red/yellow stakes or red/yellow lines. Penalty areas include water and dense vegetation, which exists where bushes, vines, trees. and high grass grow closely together. Areas consisting only of high grass or where trees and bushes are not growing closely together are not penalty areas. The edge of penalty areas is defined (in order of priority) by (1) red/yellow lines; (2) the edge of the grass ending before the penalty area (dense vegetation, where ground falls towards water, or water); (3) where the ground falls to the water; or (4) the sight line at ground level between stakes. If the other side of a penalty area is off the course, the penalty area extends to infinity. Where the penalty area is connected to the out of bounds edge, the penalty area extends to and is adjacent to the out of bounds edge.
Penalty areas with red/yellow stakes with green tips are No Play Zones (holes 13, 17 and 18) from which you may not play your ball.
For the following holes (including if red stakes are not present), the penalty area edge is adjacent to just inside the edge of the cart path:
Hole 6 – right side; Hole 7 – left side; Hole 8 – right side; Hole 9 – surrounding green; Hole 10 – left side; Hole 11 – right side off tee, on approach to green and right of green; Hole 12 – right side; Hole 13 – right side after penalty area; Hole 16 – surrounding green; Hole 17 – left side after penalty area; Hole 18 – left side after crossing penalty area.
If your ball is not touching the cart path and lies on the side of the cart path just described, your ball is in the penalty area. You may play your ball as it lies, other than in the No Play Zones, or you may take penalty area relief. If your ball lies in the penalty area, is not touching the cart path, and your lie, intended stance or intended swing are interfered with by the cart path or another immovable obstruction, you are not allowed free relief.
Drop Zones
The following holes have optional dropping zones identified with blue stakes for relief from penalty areas:
Hole 9 – front right and left sides of green for balls that lie in the red penalty area or on the cart path surrounding green; Hole 13 – on the forward teeing ground before penalty area for balls that lie in the penalty area; Hole 16 – on left and right sides of green for balls that lie in the penalty area or on cart path surrounding green; Hole 17 – in forward teeing ground before penalty area (not the red teeing area) for balls that lie in the penalty area; Hole 18 – right of fairway before the yellow penalty area for balls that lie in penalty area.
You may drop your ball within three (3) club-lengths of the blue stake.
Immovable Obstructions (IOs)
IOs include paved, sand, gravel, or dirt cart paths (including adjacent curbs and worn areas), hole signs, sprinkler heads, grate covers, concrete pads, utility boxes, boulders, landscaped areas tied into cart paths, stone benches, logs (on ground or on pedestals), split rail fences and water fountains.

LOCAL RULES:
Preferred Lies (Model Local Rule E-3):
- General area – on the hole you are playing areas cut to fairway height or less. You may mark, lift, clean and place your ball within one club-length of its original lie, no closer to the hole. You may not take free relief for preferred lies for a ball lying on a hole you are not playing. You may not take free relief for preferred lies in the rough.
- Immovable Obstruction Close to Putting Green
- IOs close to Putting Green: You may take free relief from interference by immovable obstructions on or close to the putting green that are on the line of play. IO must be within two club-lengths of the putting green and within two club-lengths of your f ball. Model Local Rule F-5
Limiting When Stroke from Putting Green Must Be Replayed:
- If you putt your ball from the putting green and your ball hits you, your club used to make the putt or an animal defined as a loose impediment (worms and insects that can be easily removed), the stroke counts and you must play your ball as it lies. Model Local Rule D-7
Ball Played from Relief Area When Taking Back-On-The-Line Relief
- If you are taking back-on-the-line relief, you will not incur a penalty if your ball may come to rest outside the relief area as long as your ball comes to rest within one club-length of where your ball initially touched the course.Model Local Rule E-12
Automotive Transportation and Caddies
- 10 & under age groups may ride in carts. Caddies are allowed for all age groups.
PACE OF PLAY – RMJT Policy – set at 4 hours 45 minutes
- Keep within one shot of the group ahead of your group (this is the starting tee time spread).
- Pace of play is set at 13 minutes for a par 3, 15 minutes for a par 4, and 17 minutes for a par 5. In addition, time is allocated for holes with longer than normal walks from green to tee. Normal walks would be 30 seconds or less.
- If your group is over its allotted time after finishing a hole and out of position with the group ahead, your group will receive its first slow play warning. Out of position is when your group arrives at a par 3 tee and the group ahead has teed off on the next hole, when your group arrives at a par 4 tee and the group ahead has left the green, or when your group arrives at a par 5 tee and the group ahead is on or has left the green.
- Your group will be given a certain number of holes to be back in position. Generally, this will be after 2-3 holes but circumstances may dictate more holes.
- If your group remains over its allotted time and out of position a second time, your group will be notified and each player will be timed. The first player to hit has 50 seconds to hit once there are no distractions. Subsequent players have 40 seconds to hit. One “bad” time will result in a warning for the player. A second “bad” time will result in a 1 stroke penalty for the player. Subsequent “bad” times will result in 2 stroke penalties to the player.
- Your pace of play status carries until the end of the round meaning that if your group has one slow play warning, your next slow play incident will result in players being timed.
EMBEDDED BALL RULE (Rule 16.3)
- Your ball is embedded if it breaks the surface of the ground in the general area. Grass may be between your ball and the surface of the ground.
- You may obtain free relief for your embedded ball.
- You should mark your ball. You may lift and clean your ball or replace your ball.
- You must drop within one club-length of the reference point immediately behind your ball no closer.
- You should not repair your pitch mark from embedding your ball until you have made your next stroke.
NO PLAY ZONE (Rules 16.1(f) and 17.1(e)
- You must take relief if your ball is in a no play zone (free relief if in GUR and penalty relief if in penalty area).
- If you play your ball, you will incur a two stroke penalty for each stroke in a no play zone.
- If the no play zone interferes with your intended swing or stance, you may take free relief.
- If your ball is in a penalty area and the no play zone interferes with your intended swing or stance, you may take penalty relief.
This event will serve as qualifier for the Notah Begay III Washington Regional tournament, played at Loomis Trails Golf Club on July 22-23, 2023. Only players registered for this event are eligible to have their scores count toward the qualifier.
There is no additional fee to have your score count toward qualifying for the Washington Regional. Any player that qualifies will be contacted by the NB3 staff to register for the Regional Tournament, and may chose to do so (or not) at that time. The age divisions for all NB3 Local and Regional Qualifiers and the 2023 National Championship, are as follows:
Boys and Girls 16-18
Boys and Girls 14-15
Boys and Girls 12-13
Boys and Girls 10-11
Note: A player’s age division is determined by their age on May 1st. For Example, if a player turns 14 in July of 2023, they will compete in the 12-13 Division throughout the entirety of the Series even though they may be 14 during a Local or Regional Qualifier.
Caddy Policy
The NB3 JGNC will allow caddies for the Boys 10-11 & 12-13 and Girls 10-11 & 12-13 Divisions. Caddies are permitted at all RMJT events, including this one.
Caddies Rules will be as follows:
- Caddies will be permitted to carry the player's bag or push their push cart; any caddie utilizing a cart must not allow their player to ride in the cart with them at any time.
- Caddies must assist in speeding up play; RMJT reserves the right to enforce all standard RMJGT pace-of-play policies and may ask a caddy not to return for the following round if pace of play cannot be maintained.
