Local Rules

NOTICE TO PLAYERS

Seattle Junior Open at China Creek – March 5 & 6, 2022

Play is governed by the current USGA Rules of Golf including Clarifications on the Rules of Golf. This information supplements the Local Rules and RMJGT Policies, Rules and Regulations, Pace of Play Policy and COVID-19 Procedures.  Posted course local rules do not apply.

CONDITIONS OF PLAY

Teeing Area

Boys 15-19    Tournament (Gold)    Boys 11-14   Championship (Blue)    Boys 10 & under   Forward (Red)

Girls 15-19     Regular (White)           Girls 11-14    Regular (White)        Girls 10 & under    Forward (Red)

Care for Course and COVID

Please take the time to care for the golf course.  Please replace divots, fix ball marks, and rake or smooth bunkers.  Flagsticks may be removed from hole.  Bunkers should be raked after play.  If your ball lies in the general area cut to fairway height or less of the hole you are playing, you may take free preferred lie relief by placing your ball within one club-length no closer to the hole of its original lie.  You may clean your ball in this process.

Bunkers

Bunkers are areas of prepared (raked) sand.  If your ball lies in a bunker of the hole you are playing in a footprint, ball divot, disturbed or poorly raked area or is on grass growing in the bunker, you may take free relief by placing your ball within one club-length no closer to the hole of its original lie.  You may clean your ball in this process.

Pace of Play

The pace of play is set at 4 hours 45 minutes.  Please keep within one shot of the group ahead of you.

Format, Ties & Scoring
The Competition consists of 4 rounds of 9-hole stroke play.  The scoring area will be outside by the pro shop or inside in the grill area.  You have returned your scorecard at scoring and left the scoring area.   If feasible, ties for first place will be decided by a sudden death playoff.  Otherwise, a scorecard playoff consistent with RMJGT policies will be followed.

Rulings

If a Referee is not readily available, you may call Bill Solomon or Jess Miller (cell numbers at bottom of page).  You may play two golf balls under rule 20.1c(3). Before playing either ball, you must announce which ball’s score you want to use, and you must finish the hole with both balls and you must report the facts to the Committee at scoring.

LOCAL RULES / CONDITIONS OF NOTE

Out of Bounds (OB)

OB is defined by the course side edge at ground level of white stakes, white posts, white lines (hole 15), property fence posts, property lines (edge of grass/bushes on property), and course side edge of sidewalks (before crossing public roads).  If your ball crosses a public road, other than holes 9, 15 and 18, and ends up on another hole, your ball is OB.

Abnormal Course Conditions (GUR)

GUR is the area from which optional free relief is available, is defined by white lines or colored stakes with rope.  Tire ruts that are depressed in the ground or in muddy areas are GUR.  Tire tracks that only leave an impression in the grass are not GUR.  Bare dirt on greens and in the general area cut to fairway height or less is GUR.

Automotive Transportation and Caddies

Boys and girls ages 10 & under may ride carts.  Caddies are allowed for all age groups.

Penalty Areas:

Penalty areas with water are identified by red/yellow stakes and lines.  Areas of higher grass (where fescue would normally grow), second cut of rough or more and dense vegetation (where trees, bushes, vines, and higher grass grow closely together) are red penalty areas.  Penalty areas are defined, order of priority, by: (1) red/yellow lines; (2) mow line between first cut of rough and higher grass/dense vegetation; (3) where ground falls towards the water; and (4) by the sight line between red/yellow stakes.  Drop areas are provided as optional relief on forward tees for holes 2, 4, 5,11, 12, and 15.  Blue stakes identify the drop area and you must drop your ball within 3 club-lengths of the blue pole.

Immovable Obstructions (IOs)

IOs include paved, sand, gravel, or dirt cart paths (including adjacent curbs and worn areas), hole signs, sprinkler heads, grate covers, concrete pads, utility boxes, boulders and guy wires.

Additional Local Rules:

  • IOs close to Putting Green: You may take free relief from interference by immovable obstructions on or close to the putting green that are on the line of play. IO must be within two club-lengths of the putting green and within two club-lengths of your f ball.
  • If you putt your ball from the putting green and your ball hits you, your club used to make the putt or an animal defined as a loose impediment (worms and insects that can be easily removed), the stroke counts and you must play your ball as it lies.
  • If you are taking back-on-the-line relief, you will not incur a penalty if your ball may come to rest outside the relief area as long as your ball comes to rest within one club-length of where your ball initially touched the course.
  • If your club is broken or significantly damaged during a round by you or your caddie and you did not cause the damage from your abuse of the club, you may replace the club during your round.

Rules Committee – Bill Solomon (425-281-7461), Jess Miller (214-213-2628) and Mark Rashell (Director of Golf)

Preferred lies:

  • General area – on the hole you are playing areas cut to fairway height or less.  You may mark, lift, clean and place your ball within one club-length of its original lie, no closer to the hole.  You may not take free relief for preferred lies for a ball lying on a hole you are not playing.  You may not take free relief for preferred lies in the rough.
  • Bunkers – on the hole you are playing, if your ball lies in a bunker in a ball divot, a footprint, a disturbed lie (poorly raked) or on grass tufts growing in the bunker, you may take free preferred lie relief by marking, lifting, cleaning and placing your ball in the bunker within one club-length of its original lie no closer to the hole.

Temporary water:

  • Temporary water is water on the ground that you can see before or after you take your intended stance.
  • You may take free relief from temporary water if it interferes with your lie or your intended stance when you ball is on the green, in the general area or in a bunker.
  • To take such free relief, find the nearest point of complete relief from the temporary water no closer to the hole.  This means the closest point no closer to the hole where the temporary water does not interfere with your lie, intended stance or intended swing.
  • Drop your ball from knee height within one club-length no closer to the hole from the nearest point of complete relief.
  • For your ball on the green, you take free relief by finding the nearest point of complete relief and placing your ball on that spot.  For a ball on the green, your nearest point of complete relief may be in the general area.  You must still place your ball if this is the case.
  • For your ball on the green, if you cannot find your nearest point of complete relief, you may take free relief by placing your ball on the spot that provides the maximum available relief, meaning where the water least interferes with your lie or stance.
  • For your ball in the bunker, you take free preferred relief by identifying the nearest point of complete relief no closer to the hole where the temporary water does not interfere with your lie, intended stance or intended swing and drop within one club-length of that point no closer to the hole.
  • For your ball in the bunker, if you cannot find your nearest point of complete relief, you may take free relief by identifying a point of maximum available relief (where the temporary water least interferes with your intended stance or your intended swing and lie and drop within one club-length no closer to the hole of that point.
  • You may also take back-on-the-line relief outside the bunker for one penalty stroke.

Pace of Play:

    • Pace of play is set at 13 minutes for a par 3, 15 minutes for a par 4, and 17 minutes for a par 5.  In addition, time is allocated for holes with longer than normal walks from green to tee.  Normal walks would be 30 seconds or less.
    • If your group is over its allotted time after finishing a hole and out of position with the group ahead, your group will receive its first slow play warning.  Out of position is when your group arrives at a par 3 tee and the group ahead has teed off on the next hole, when your group arrives at a par 4 tee and the group ahead has left the green, or when your group arrives at a par 5 tee and the group ahead is on or has left the green.
    • Your group will be given a certain number of holes to be back in position.  Generally this will be 2-3 holes but circumstances may dictate more holes.
    • If your group remains over its allotted time and out of position a second time, your group will be notified and each player will be timed.  The first player to hit has 50 seconds to hit once there are no distractions.  Subsequent players have 40 seconds to hit.  One “bad” time will result in a warning for the player.  A second “bad” time will result in a 1 stroke penalty for the player.  Subsequent “bad” times will result in 2 stroke penalties to the player.
  • Your pace of play status carries until the end of the round meaning that if your group has one slow play warning, your next slow play incident will result in players being timed.
